How WATAG Trains Women to Read a Budget Record

In short: The Budget Tracking Training programme trains women to read public budget records. Participants learn to identify key allocations, follow spending lines, and prepare questions for local government offices. A participant leaves the training with a practised budget review of their own local government.

Who attends

The training is open to women who want to understand how public money is spent in their local government area. No prior experience with budgets or finance is required.

What a participant learns

Reading a budget record. Participants learn to open a budget document and find the sections for health, education, and infrastructure. They practise identifying the line items for specific projects and the amounts allocated to each.

Following a spending line. Participants learn to track an allocation from the budget record through quarterly expenditure reports. They study how to match a planned amount with the amount actually spent, and how to note the difference.

Preparing a question for a public office. Participants learn to write a clear question about a budget line or a spending report. They practise addressing the question to the correct ministry, committee, or local government office.

How a session runs

The reading phase. Each participant receives a copy of the same local government budget record. A trainer walks the group through the document page by page, naming each section and what it contains.

The practice phase. Participants work in pairs to find specific allocations in the record. They write down the project name, the budgeted amount, and the office responsible for spending.

The writing phase. Each participant chooses one allocation from the record and drafts a question about it for the relevant public office. The group reviews several drafts together.

What a participant leaves with

A participant completes the training with a reading notebook containing their notes from the budget record. They also have a drafted, practised question ready to send to a public office. This question forms the basis of their own budget review work.
